heir to the throne, Roman Catholicism became the official religion
of the Visigothic state. The Catholic Bishops met periodically in 
Council with the King to promulgate new laws, derogate others and in 
summary, to organize the life in Hispania according to Catholic 
rules and usages. These Councils, termed "Universal" if the 
presence of all Spanish Bishops was requested, were held mainly 
at Toletum, the Visigothic capital.

Reccesvinth (649-672) by putting together laws from the Code of

the first law code made for both Hispano-Goths and Hispano-Romans; 
the Lex Visigothorum, unique for all citizens of the kingdom, 
irrespective of their origin. The Liber Iodiciourum is extraordinarily
important because it survived the Visigoths, with some of its laws 
being used as far as 1778.

difficult (and expensive) to keep an army in the field, but

problem.

civilizations.  Increasing your luxuries rate and building
Wonders can help alleviate this problem.
